I have an index file on my ISP's free web space area (www4.tpgi.com.au/users/collrolf) that redirects to my domain name of www.baybug.org.au. I am closing my account with my ISP and am looking at other free ways to redirect i.e. if anyone uses the old name of www4.tpgi.com.au/users/collrolf.

When I choose the redirects option on the cpanel, it looks as if one can only redirect within http://baybug.org.au/.

Is there anything available in the cpanel that I can use to redirect users from www4.tpgi.com.au/users/collrolf to www.baybug.org.au?

Not that I am aware, the issue being is that you do not own the domain name. If you did you could use the  'Parked Domains' feature within CPanel. Another option would be either get hold of the stats for the site or set up a refererss script. What this would do is tell you who is accessing the old site and then you could email them about the change.
